Your best bet (my personal opinion no flames please) Place a repeater on a
UHF freq. 400mgz on the highest ground available.

Use VHF 150mgz portables and mobiles re-broadcasting through a mobile
extender to the repeater. STANDARD makes an extender called the EX-10 which
works fantastic.

Small problem: you have to frequncy-coordinate on more channels.

Solution: Go through the Emergency service cordination group not NEIBR
