Shoe size 11-1/2. Blue jeans, grey blue sweatshirt. Wallet found in car on center span of the Fremont Bridge in Portland, Oregon. Bridge covers the Willamette River. Harry E. Oakes Jr. (SAR Dog Handler). Harry is the founder of the Search and Rescue K-9 program in the state of Oregon and SW Washington. Involved in SAR (Search and Rescue) since 1972, Harry has documented over 2008 SAR missions around the world, finding 1008 missing people and pets to date. Harry assisted in writing the National Association for Search and Rescue (N.A.S.A.R.) SAR dog training and testing standards, the Oregon State Sheriff's Association SAR dog testing standards, and Federal Emergency Management Agencies (F.E.M.A.) Urban disaster K-9 standards. Michelle's partner, Search Dog Yogi is a 3 year old Golden Retriever. Search dog Yogi has documented 23 search and rescue missions with 43 confirmed finds of missing persons & pets, around the world. Was on scene after the car was found on the Bottom level mid span South side of the East bound traffic lane Fremont Bridge. ACTION TAKEN: On 04-24-2000 At 1615Hrs. I was contacted by Mrs. Kathryn "Kaye" Elizabeth Parr "Harris". Mother to Adam in regards to Adam being reported missing. I took an initial report by telephone. 1810Hrs. I then proceeded to the Parr residence. The family reviewed and signed the I.K.9.S.A.R.S. services contract agreement. I then searched Adam's room, obtained 3 scent articles. Gathered one bloody bandage from the garbage can for DNA if needed later. 1900Hrs. I then interviewed the family. I obtained access to Adam's voicemail through GTE's supervisor Will Rodgers. I then introduced search dog Valorie to Adams scent article and we searched the Parr residence, vehicles, adjacent property for scent evidence. SAR Dog Valorie tracked from inside the garage, (Where Adam parked his vehicle) along the main driveway down to the Tonkin Loop Rd. 2100Hrs. Completed search of home/area. Enroute with Steve Parr to Security Towing 16 NW Raliegh St. Portland, Ore. 2130Hrs. Obtained permission to search vehicle from Adams father. Found receipt from GI Joes. Also, 1 plastic wire tie was found to be missing from the package purchased at GI Joes. Pack that was purchased, along with two 35lbs weights from the trunk of his car, were also found to be missing. 2320Hrs. Completed reports for today. 04-25-2000 0500Hrs. I.K.9.S.A.R.S. teams prepared to perform water search. 0700Hrs. Met boat at Willamette Park Boat Ramp. 0715Hrs. Searched the area. Both search dogs alerted in one specific area to Adams scent escaping from the water. 0739Hrs. Both search dogs detected Adams scent coming from the water 80 feet off shore in 39 feet deep of water. (See diagram). Water marker placed at this site. 0915Hrs. All teams returned home. Reports written. 1045Hrs. Faxed diagram to: Multnomah County Sheriff's River patrol contacted reference where the search dogs alerted. EVIDENCE: 1). Portland Police Report listing witness of jumper and location of recovered vehicle. 2). GI Joes Store Tualatin, receipt dated 04-22-2000 1538Hrs. (2) 35 lbs weight dumbell weights are missing from Adams vehicle. 4). His body was located right where both of the IK9SARS search dogs hit on his scent escaping from the water.
