**** Provinical Emergency Program of BC *** *** December 1994 Incidents *** BACKGROUND: This material is compiled by amateur radio volunteers at the Provincial Emergency Program (PEP) head office in Victoria, BC. It is sent throughout British Columbia on the amateur radio packet data network. It has been retrieved from an amateur radio packet BBS and adapted for the Mindlink BBS. When a community volunteer SAR group responds to a call for assistance, a task number is issued by PEP headquarters to cover basic expenses. The information about the operation is provided by the SAR group and makes up the summary of the operational tasks you see below. VIS Region - 28 Nov - 10 members of Nanaimo Search and Rescue were successful in rescuing 1 male and 3 females near Mt Benson. They had been reported overdue after their 4X4 broke down. 2. NEA Region - 29 Nov - 1 member of Quesnel Search and Rescue was tasked to search for what was believed to be a plane crash on West Fraser Road. Incident turned out to be a pilot who made a forced landing due to poor weather conditions. There were no injuries sustained in the hard landing. 3. KTN Region - 30 Nov - Castlegar Search and Rescue had 2 members searching for 2 lost hunters in the Cayuse Creek area 18 km North- West of Castlegar. They were located alive and well in the Grizzly Creek area northwest of Castlegar. 4. SCO Region - 02 Dec - A missing Australian snowboarder had 6 members of the Whistler Search and Rescue team out in the Whistler area. Located next morning by the grooming crew. He had gone down a creek bank. He was cold but otherwise OK. 5. NWE Region - 04 Dec - 10 volunteers from the Nass Valley SAR responded to assist in locating 2 young males overdue in the Nass River Valley. It is very cold and they have been overdue since 0700 04 Dec 94. Dangerous Goods: On 30 November in Gold River, dense black smoke from burning debris piles forced the evacuation of several residents from their homes in the vicinity of the Gold River Indian Reserve. Health Canada officials allowed residents to return only after a shift in the wind direction away from the town. Debris piles were extinguished on 01 December. Power Outage: On 30 November a power outage in Kitimat resulted in local Fire Department requesting Terrace Fire Department to set up an Emergency Dispatch Service to monitor fire and EHS calls. NWE Region - 04 Dec - UPDATE - A total of 16 Nass Valley SAR members had assisted in search for two missing males. The two males were located about 50-60 miles north of Nass Camp, in area where they had been hunting. It had snowed and they had become disoriented. Both are OK. 2. NEA Region - 05 Dec - Prince George SAR has 21 members searching for 31 year old male - Doug Warren. SAR requested by Pr. George RCMP. At 1712 on Dec 7, received report from RCMP that a body had been found on the Warren property. Body found was not that of Warren. Cause of death not released. SAR concluded 08 Dec 0640 hrs, with missing male not located. 3. NWE Region - 06 Dec - 37 members of Masset SAR were involved in search for 69 year old hunter. Was missing in logging area about 60 kms southwest of Masset. Hunter was found in good condition. 4. VIS Region - 07 Dec - Port McNeill SAR were called to assist in locating overdue logger, Bud Kline. 11 SAR responded along with logging company reps. Kline was located at 0240 hrs 08 Dec and removed to hospital suffering from mild hypothermia. 5. NEA Region - 08 Dec - 7 North Peace Emergency Team members responded to assist in the search for overdue male who had failed to return from snowmobiling on the Pine River south of Taylor. Male was successfully located at 0400 hrs, 09 Dec, in heated pipeline shack adjacent to Pine River. His snowmobile had broken down. 6. SCO Region - 11 Dec - 20 North Shore Rescue and 8 Lions Bay SAR members searched for 4 overdue snowboarders who had failed to return from Cypress Bowl. A helicopter assisting in the search helped to locate the snowboarders and flew them from the area late a.m. 11 Dec. They had been snowboarding out of bounds and had travelled into a gulley from which they could return. 7. OKN Region - 11 Dec - Four Princeton Rescue members responded to search for an overdue male ski-doer in the Placer Creek area. He was located 22 kms from the main road in fine condition. VIS Region - 12 Dec - UPDATE - Search for missing male, Gerald Hatton,was concluded when it was confirmed he had in fact gone to Houston, BC, in seach of work. He phoned his wife on 11 Dec to let her know that he was OK. RCMP had mounted search of local fishing spots when it was learned he had driven away from home with fishing gear and his dog on 29 Nov. 2. SCO Region - 15 Dec - 20 members of North Shore Rescue were called out by the RCMP to search for an overdue snowboarder in the Cypress Bowl area of West Vancouver. Searching was difficult due to weather and the danger of avalanches. 7 SAR members from Lions Bay and 8 from Coquitlam provided mutual aid the following morning. A helicopter was used to transport searchers into search areas. The individual was located injured in the Strachan Creek area and brought out by helicopter. 3. OKN Region - 18 Dec - 5 Revelstoke SAR volunteers gathered to assist in a search for a 27 year old male who was overdue from Boulder Mountain, 5 kms west of Revelstoke. The SAR team was about to depart for the area when the RCMP advised that the male had walked out on his own. He had apparently become disoriented due to fog. Male is OK. 4. CTL Region - 17 Dec - At 0758 hrs, 12 Barriere Rescue volunteers responded to a 4 vehicle motor vehicle incident 20 km south of Barrier on Highway 5. Extrication was required. 2 victims were removed to hospital. At 0945 12 Barriere Rescue volunteers, on their way to the previously mentioned accident came upon 3 further motor vehicle accidents in the same general area as the earlier accident. One person was injured and removed to hospital. 5. CTL Region - 18 Dec - 8 Barriere Rescue responded to a motor vehicle accident 50 kms south of Barriere on Highway 5. There were no injuries. Dangerous Goods: 14 December - Canadian Oxy in North Vancouver had a Chlorine leak in their processing plant.120 employees were evacuated and the company activated an emergency plan. The leak was located and repaired. 15 December - A gas explosion followed by a fire destroyed a business/residence in Rossland. A residential/business area was evacuated.A gas line was closed down and repaired. 17 December - The Municipality of Campbell River had an ammonia leak at the skating rink complex. Skating rink was evacuated and a 1 block area was cordoned off to vehicles. The ammonia system was shut down and the building sealed off pending an inspection. KTN Region - 20 Dec - Radium RCMP with the assistance of an Invermere SAR member, 2 Federal Parks and 1 BC Parks employee and a helicopter from Canmore,assisted in the rescue of an injured female skier in Mt. Assiniboine Provincial Park. Due to the rugged terrain, helicopter was unable to land and longline was used to lift injured skier & transport her to hospital. 2. CTL Region - 23 Dec - Kamloops SAR had 8 members searching for 3 young adults missing in the Kamloops area.They were located in the Batchelor Hills northwest of Kamloops.Their truck had become stuck in snow, they had walked out and met the search team. They were cold and hungry but otherwise OK. 3. SCO Region - 24 Dec - 15 members of North Shore Rescue searched the Lynn Canyon area for a missing person. Missing male successfully located a.m. 24 Dec and is OK. 4. OKN Region - 25 Dec 8 members of Revelstoke SAR were called out to search for 2 skidoers in the Mt. Boulder area near Revelstoke. Members proceeded on skidoos. The two were later located in whiteout conditions and are OK. Flooding: On Vancouver Island, due to heavy rainfall, flooding occured in several areas. Black Creek, Sumas River, Green Lake, Bloods Creek, Englishman River, surface flooding in Parksville, and the Nanaimo River. Particularly heavy flooding occured on the San Juan River in Port Renfrew where the San Juan Bridge collapsed leaving the small community isolated. Many people were isolated from their homes and were cared for at Port Renfrew Elementary School. Min. of Transportation and Highways are repairing the bridge and other area bridges and roads now threat of flooding has diminished. In the South Coast Region there was flooding on the Seymour River and at Britannia Beach and Centennial Beach on Boundary Bay. In the Northeast Region there was some local flooding in Thornhill and at Heek Brook.
