These people should know.(I'm assuming that you're already a PSD or such) I was a member of a privately-funded volunteer team in the Denver area before it was unceremoniously disbanded by our parent company due to the fact that we made no money, and all our equipment given away to a FD team. We had great response times (for a dive team), most of our members were trained to Dive Rescue Specialist-I and Dive Tech, with one member an Underwater Investigator, and in our heyday we were doing 1-2 calls a month. We were even the official dive team for Pope JPII's World Youth Day (big reservoir) Unfortunately, the bean counters won out, as is all too common these days. Oops, sorry about the drawn-out eulogy...if you join a volunteer team, make sure the training is top notch (the IADRS can turn you on to that as well), and see if the team gets any respect from the public/municipal agencies in the area.
