Call IADRS - International Assoc of Dive Rescue Specialists 800-423-7791
and/or Dive Rescue International 800-248-DIVE.
They know what they are doing and have helped establish some of the most
recognized standards that the dive rescue profession uses.

The reference to Rescue 3 is also a good one.
The PADI Rescue Diver cert is not sufficent for Professional (volunteer)
Rescue Staff.

Personally, I believe that the certification should read "Self Rescue", I've
BTDT.  Until you've been exposed to the R3, IADRS classes you may be a
statistic waiting to happen.Get the education.

:         There are several organizations that can help you with
: low-head dam and river rescue skills. Rescue 3, in Sonora, California,
: (don't have their phone #) teaches swiftwater rescue classes that
: are aimed at professional rescuers. The American Canoe Association
